Who Qualifies as Equivalent to EU Citizens? (Art. 1.1 - D.Lgs. 286/1998 Art. 39 c.5)

The following candidates compete exclusively within the 30-place EU quota and are strictly prohibited from competing for the Non-EU quota:

  • Citizens of Norway, Iceland, Liechtenstein, Switzerland, Republic of San Marino, and Vatican City;
  • Dual citizens holding at least one EU citizenship (Italian or other European Union country);
  • Non-EU citizens holding regular EU long-term residence permits, or residence permits for subordinate work, self-employment, family reunification, political asylum, subsidiary protection, or religious reasons;
  • Holders of special residence permits under Arts. 18, 18-bis, 20-bis, 22 c.12(c), and 42-bis of D.Lgs. 286/1998, Art. 32 c.3 of D.Lgs. 25/2008, or UK-EU Withdrawal Agreement Article 50 TEU / Art. 18.4 residence card;
  • Non-EU citizens legally residing in Italy for at least 1 year who obtained an Italian upper secondary school diploma qualifying for university;

Non-EU Candidates Residing Abroad (Art. 1.2): Must submit their pre-enrollment application on Universitaly by September 9, 2026 (15:00 CEST) and request a Type D study visa from their local Italian Embassy or Consulate. Admission and enrollment remain conditional until the physical residence permit and evaluated academic records are validated.

3. Secondary School Qualifications & Pre-Evaluation Platform (Article 2)

To be admitted to the test and prospective matriculation at UNIVPM, candidates must possess one of the following academic qualifications:

Italian Secondary Diploma

Diploma di maturità obtained from an Italian secondary upper education institution, or recognized equivalent titles under Art. 3 of UNIVPM Students' Regulations.

Foreign Secondary Qualification (12 Years)

Obtained after at least 12 years of formal schooling, with successful completion of the final two years, granting legal access to universities in the issuing country. National suitability tests (e.g. Saber 11, GaoKao, YKS, etc.) must be passed if required locally.

UNIVPM Online Qualification Pre-Evaluation (By Sept 09, 2026):

Candidates holding foreign qualifications are strongly advised to submit their credentials for pre-evaluation by September 09, 2026 through the official platform: International admissions – AY 2026/27 – International Univpm. Testing in Italy: First Choice Venue Mandate

Candidates taking the examination in Italy must take the test in the university they listed as their first choice (prima scelta) upon registration. If Ancona (Università Politecnica delle Marche) is your first choice, you are legally required to test at UNIVPM. Testing at an unassigned university voids the exam.

Testing Abroad (MUR Attachment A)

Candidates testing abroad must choose one of the authorized international centers (e.g. UK, USA, UAE, Turkey, Germany, France, etc.). University preference rankings for Italian faculties remain completely binding and freeze on September 09 at 15:00 CEST.

Language Certification Exemption (Attachment 3 to DM 1005):

Before testing begins, the Classroom Manager randomly draws 4 candidates to inspect the sealed box(es) containing 50 sealed test envelopes and 60 barcode sticker pairs. The 4 witnesses co-sign the integrity declaration alongside the Head of Commission.

2. Envelope Contents & Total Substitution Rule:

Each sealed envelope contains: a 60-question booklet with envelope barcode and 2 blank sheets for calculations; an optical answer sheet with matching barcode; and a degree cover sheet. If any booklet or answer sheet is defective, the entire envelope must be replaced because all documents carry the same matching barcode. (Personal data sheets provided by CINECA can be replaced independently).

3. Answer Marking Mechanics (Single Correction Rule):

Mark your choice with an "X" in the designated box. You are permitted to correct one and only one answer per question: completely blacken the previously crossed box and mark an "X" in your new choice. Crossing the circular figure signals intentional non-response and cannot be revoked.

4. Final Submission & Double MUR Barcode Matching:

At the conclusion of 100 minutes, candidates approach the desk, select a pair of matching MUR barcode stickers, apply one to the answer sheet and one to the personal data sheet, sign the personal data sheet to certify matching barcodes, and deposit the answer sheet into the sealed ballot box.

8. Five Grounds for Immediate Disqualification & Annulment (Article 6.2 & 6.6)

The exam is rendered completely void and nullified under any of the following 5 strict legal circumstances:

1. Testing in Unauthorized Classroom

Sitting for the examination in a room other than the one formally assigned in the September 21 publication.

2. Possession of Banned Electronics / Notes

Introducing smartphones, smartwatches, earphones, pens other than the official black pen, blank paper, manuals, or notes into the examination room.

3. Identifying Marks on Answer Sheets

Signing, drawing, or placing identifying marks on the optical answer sheet or booklet, violating blind anonymous grading.

4. Candidate Interaction & Copying

Interacting, attempting to copy, exchanging materials, or leaving the examination room without authorization from surveillance personnel.

5. Mismatched or Unapplied Barcode Stickers:Failure to apply the matching MUR barcode stickers to both the answer sheet and personal data sheet makes electronic pairing impossible and results in total annulment.

10. Remedial Educational Obligations (OFA): The 20% Correct Rule (Article 9)

UNIVPM Specific Subject-by-Subject Remedial Rule:

Under Article 9 of the UNIVPM Bando, admitted students who do not score at least 20% of correct answers in the admission test in one or more of the three scientific subjects — Biology, Chemistry, or Physics and Mathematics — are assigned Supplementary Mandatory Credits (OFA).

EU Candidates: 4-Day Window

Candidates marked ASSEGNATO (Assigned) must enroll within 4 working days (ranking day included, excluding weekends and holidays). Candidates marked PRENOTATO (Booked) may enroll or confirm interest online on Universitaly by 12:00 on the 5th day.

Non-EU Enrollment: Oct 26 – Nov 04

Winning candidates among the top 50 in the Non-EU quota must proceed with online enrollment between October 26th and November 4th, 2026 strictly via the Esse3web portal.

Tuition Fees: €156 First Installment (Art. 11)

The first installment of university fees for AY 2026/2027 is uniformly set at €156.00 (consisting of regional tax plus duty stamp). Subsequent tuition installments are calculated progressively based on family income (ISEE Parificato).

Regional ERDIS Scholarships (Art. 12)

Students may apply for regional scholarships, subsidized canteen services, and accommodation through the Marche Regional Authority for the Right to Study (E.R.D.I.S.) at erdis.it.

Examination Board & Legal Remedies

The Examination Board is appointed by the Rector and chaired by the Dean of the Faculty of Medicine. Any legal appeals must be submitted to the TAR delle Marche within 60 days or to the President of the Republic within 120 days.
